SchoolNet was founded in 1998 by Jonathan D. Harber and Denis P. Doyle, experts on the convergence of education reform and technological advances. Harber, who had been involved in retail education software, and Doyle, a former Assistant Director of the National Institute of Education, recognized the problems inherent in utilizing disparate technological platforms to meet a multitude of education challenges. Together, they developed SchoolNet Instructional Management Solutions in order to streamline education technology and create programs that were easily understood by educators.
